When serious force is used, particularly deadly force, a law enforcement officer can expect the incident to be heavily scrutinized, analyzed and dissected to determine whether the officer’s use of force was excessive, violated federal or state law or departmental policies, or was fully justified. Scrutiny will come internally, from the affected department, but also externally, from family and friends of the subject of the force, the general public, the media, local and state prosecutors and even federal authorities.
